I have a Powerbook G4 1.67Ghz running MorphOS 3.20. The Airport is extremely poor, downloads are about 128kB/s max, uploads are maybe a 10th of that or less. In MacOS 10.4 it works fine. Sure its an old card, but it does proper speeds. Same in Linux. I have tried to toggle the loopback interface as others suggested. I have tried completely Open SSID, with no security. It doesn't matter, its just so slow this cannot be the "normal". Are there open issues/bugs on the Airport driver? I have an Atheros card coming, but it would be great to use the built in Airport. Ethernet works fine.

This is an old issue - could'nt be fixed till today. Use a PCMCIA-WLAN-Card instead - this works fine.
Use CARD based on ATHEROS-Chipset. You may also have a look here: https://www.morphos-team.net/hardware

Or an external WLAN-Ethernet Bridge.

Also you should know that there is not that network driver or i have this laptop, so those are the drivers I need. Apple did multiple hardware changes even within a single device type. This can be different network, audio or other chips or the just swaped io lines in a revision, so the same driver fails on the same chip just because of that.

Unlike Apple the MorphOS Team does not own all revisions of any hardware, so it is not possible to fix all issues with all systems for every user world wide.
